One site per trade, not one per neighbourhood
Singapore is one market and the trades are mobile. The same locksmiths, aircon companies and plumbers serve the whole island, so a separate site for every planning area would list the same businesses repeatedly under different headlines.
So area coverage lives inside each directory, as area tags on listings and planning-area pages within the same site. There is one place where a business's details live, one place where its score is calculated, and one place a correction has to be applied. When a business closes it disappears once, at the monthly re-check, rather than persisting on a dozen sites nobody remembered to update.
Separating by trade is the division that matters, because trades fail differently. A locksmith is judged on how fast they arrived and whether the quoted fee held. An aircon company is judged across years of repeat visits. Each directory weights what matters for its own trade.
